This bug/ wind deflector helps to redirect the air flow over the hood and does make a considerable difference in the amount of bugs hitting the windshield.
At lower speeds the amount of air moving up above the windshield won't be as much so there is still a possibility some will make contact with the windshield, but it will be much less than without the wind deflector.
