just noticed there are no tow hooks in the front. is that how it comes in the Euro market?

Yes... Just one rear tow hook.
EU certification issues... :/

BTW, Fiat Panda Cross has four tow hooks, just like the US Renegade. Maybe they don't exceed the car "silhouette".
